Warmer Homes Scheme Ireland 2026: What It Is
The Warmer Homes Scheme is the State's fully funded home energy upgrade programme for homeowners on qualifying welfare payments.
SEAI runs the scheme on behalf of the Department of Climate, Energy and the Environment. Funding comes from carbon tax revenue and the European Regional Development Fund.
You pay nothing. The survey, materials, labour and final BER assessment are all covered.
The scheme completed 7,743 free home upgrades in 2024, a 31% increase on the previous year. The average upgrade value has grown significantly too. The average upgrade value is approximately €29,000 per home based on Q1 2025 Oireachtas figures, up from €2,600 in 2015, reflecting how much deeper and more complex the upgrades have become.
A typical home now receives attic insulation, wall insulation, a heat pump, ventilation improvements and draught proofing in a single project.

Who Qualifies for the Warmer Homes Scheme
You must meet all four of the following criteria.
1. You own and live in the home. It must be your main home where you live most of the time. Landlords do not qualify for this scheme. Tenants do not qualify directly.
2. Your home was built before 2006. This means the ESB meter was connected and the property was lived in before 2006. This is stricter than the general SEAI grant cut-off of 2011. If your home was built after 2005, you do not qualify for the Warmer Homes Scheme, but you may still qualify for individual SEAI grants.
3. You receive one of these qualifying welfare payments.
- Fuel Allowance
- Jobseeker's Allowance (must be receiving for over 6 months and have a child under 7)
- Working Family Payment
- One-Parent Family Payment
- Domiciliary Care Allowance
- Carer's Allowance (you must live with the person you care for)
- Disability Allowance (must be receiving for over 6 months and have a child under 7)
If you have recently started receiving one of these payments, wait 5 to 6 weeks before applying. SEAI verifies eligibility directly with the Department of Social Protection and your payment must be showing on DSP records before you apply.
4. Your home is suitable for upgrades following a survey. Not every home qualifies after the SEAI surveyor visits. Some properties may not be suitable for certain improvements. SEAI will assess and advise.

What the Scheme Covers
The specific upgrades your home receives depend on what the SEAI surveyor recommends after their visit. Not every home gets every measure.
Typical upgrades include:
- Attic insulation
- Cavity wall insulation
- External wall insulation (for solid-wall properties)
- Draught proofing
- Heating controls
- Lagging jacket for the hot water cylinder
- Energy-efficient lighting
- Ventilation improvements
- Heat pump system (where recommended)
One critical change from January 2025: The scheme no longer installs fossil fuel boilers. If your home needs a new heating system, it will be a heat pump or another renewable option. This is a significant change that competitor guides often miss. If your boiler is failing and you are waiting for the Warmer Homes Scheme, do not expect an oil or gas replacement. Plan for a heat pump.
SEAI appoints the contractor. You do not choose who carries out the work.
The Waiting Time: What to Expect
The Warmer Homes Scheme waiting time is the single biggest frustration for homeowners who qualify.
The current approximate waiting times from SEAI are: pre-works BER up to 12 months from applying, home survey about 14 months from applying, work completed about 24 to 26 months from applying, and final BER and inspection 2 to 3 months after the work is finished.
The waiting time has moved around considerably over recent years. In 2022, the average was 26 to 27 months. By 2023 it dropped to 20 months. In 2024 it hit 17 months for the worst-rated homes with a BER of E, F, or G. But in 2025 it climbed back to 21 months as applications surged.
The reason for the increase is demand. Almost 45,000 applications were received between January 2022 and end September 2025. The depth of each retrofit has also grown to an average value of €29,000 per home, meaning each project takes longer to complete.
The scheme also expanded in 2025. As of June 2025, approximately 48,500 families in receipt of the Working Family Payment became newly eligible for the scheme. This has added to the queue.
The bottom line on waiting times: Apply immediately. Even if you are not sure whether you qualify, submit your application to start the process. Applications are processed strictly in the order they are received. Priority goes to homes built before 1993 with a BER of E, F, or G.

If your contact details change at any point during the process, update SEAI immediately. SEAI needs to reach you at several stages: eligibility check, surveyor visit, contractor assignment, and post-works inspection. Reactivating a cancelled application does not guarantee your original position in the queue.
The March 2026 Strategy: Do Not Just Wait
This is the single most useful piece of advice for anyone who qualifies for the Warmer Homes Scheme.
From 2 March 2026, eligible homeowners can claim enhanced individual grants for insulation without losing their Warmer Homes waiting list position.
Here is what that means in practice.
You qualify for the Warmer Homes Scheme. You apply and join the 24-month queue. But you do not have to sit in a cold, poorly insulated house for two years waiting.

From March 2026, you can use the enhanced Better Energy Homes individual grants to insulate your attic and cavity walls now, through your own SEAI-registered contractor. The enhanced welfare rates are:
- Attic insulation: €2,500 (flat rate, all property types)
- Cavity wall insulation: €2,300 (flat rate, all property types)
- BER assessment: €280
These enhanced rates cover most or all of the actual installation cost for many homes.
When your Warmer Homes turn arrives in 24 months, your insulation is already done. SEAI focuses on the bigger measures: external wall insulation, a heat pump, ventilation and any remaining upgrades.
The two routes do not cancel each other out. You can claim the enhanced individual grants for attic and cavity wall insulation AND stay on the Warmer Homes waiting list for other measures.

What Happens After You Apply
Here is the process from application to completed works.
Step 1: Apply online. The online portal at onlinewhs.powerappsportals.com is the recommended route. It takes about 10 minutes and gives you instant eligibility confirmation. You will need your PPS number, MPRN, Eircode, and proof of home ownership.
You can also apply by post but this takes longer to process.
Step 2: Eligibility confirmed. SEAI verifies your qualifying payment with the Department of Social Protection. If you applied online, this confirmation is usually instant. If you applied by post, allow extra time.
Step 3: Wait for your pre-works BER. If your home does not have a current BER, SEAI arranges one for free. This can take up to 12 months. If you already have a BER of C or lower, this stage is skipped.
Step 4: Home survey. An SEAI surveyor visits your home at around the 14-month mark. They spend 1 to 2 hours assessing every room, the attic and the exterior. They recommend which upgrades are suitable for your home.
Step 5: Contractor assigned and works carried out. SEAI appoints a contractor from their approved list. You do not choose who carries out the work. Works are completed at around the 24 to 26 month mark from your original application.
Step 6: Final BER and inspection. After works are completed, SEAI carries out a final BER to confirm the energy improvements. Some homes are also inspected to verify the work has been done correctly.
Can You Apply Again If You Have Already Used the Scheme?
You can apply for the free upgrades more than once. If you have already had work done with the scheme, you can get more upgrades if your home would benefit from them. To access the scheme again you must still meet the qualifying criteria.
However, if you received works on or after 1 July 2018, you are generally not eligible for further works at this time. If your works were before that date, you may qualify for additional upgrades. Contact SEAI to check.
Combining Roof Replacement with the Warmer Homes Scheme
If you are on the Warmer Homes waiting list and your roof needs replacing, there is a practical way to handle both at the same time.
The Warmer Homes Scheme will cover attic insulation as part of your upgrade when your turn arrives. But if you need to replace your roof before then, here is what to do.
Replace the roof first. Then, separately, have the attic insulation installed at the same time using the enhanced individual grant of €2,500. The scaffold is already in place for the roof replacement. Adding attic insulation during the same project saves €1,200 to €2,500 on scaffold hire.
When the Warmer Homes Scheme contractors arrive, tell them the attic insulation has already been completed. They will focus on the remaining measures.
Apply for the individual attic insulation grant at hes.seai.ie before the roof replacement begins. You need written SEAI approval before any insulation work starts.
